Spam filter doesn't work for all devices

We recently switched our client over to the Exchange Online Service. My client is using this service on mulitple devices including his Macbook Pro, iPhone, and iPad. He is using Outlook 2011 on his Macbook Pro, and the normal apple mail on his mobile devices. Has has added multiple email addresses to the Spam list, but is still getting these messages on some, but not all of his devices.

My questions... IS there a sure way to stop these messages from popping up in his Inbox on all his devices? Or a better more efficient way of adding these senders to the spam list?
